I finally noticed a much more subtle and likely more effective jeepney trick than those previously mentioned. The driver pays some of the young guys who skulk around the mall entrance to sit in the back and make it look like there are more passengers and the jeepney will leave sooner. When real passengers start to get on, they hop off. It took me a long time to figure out what was going on. Even if you're Filipino and used to it, it would be pretty hard to tell if they were legit passengers or not until it was too late. Very sneaky.
